I have to go with Scarecrow. Reason being his ability to cause madness with Psychological warfare (yes and drugs). Really scary stuff if you ask me.

Honestly I can't understand why Deadpool is so popular. He is literally Wolverine gone Merc in my opinion. Give him to the Hulk and Hes split in pieces in different parts of the world trying to comeback together again. In my opinion to much power.
Also, Hulk has way to much power, not a fan.
