there is a full pantheon actually. 6 dark gods(though one was turned mortal and killed), 6 neutral gods, and 6 light gods(one of whom is now an elf who will eventually die). the reason paladine is a mortal and takhisis is dead is because the gods can turn other gods mortal at the expense of their own godhood. To save the world paladine gave up godhood to turn takhisis mortal.
