The gang/criminal culture in a lot of inner cities is going to be extremely hard to combat. The best way is to properly fund inner city schools, but even so many of the kids in these areas are raised around crime from the moment their born, as well as a taught a high level of distrust towards police because they keep seeing their family and neighbors arrested for crimes.
Unfortunately the only way to remove high levels of crime from the inner cities would be to bring low skill employment to the areas as well as encouraging the people there to reject criminal/gang culture.
One way to start would be treating drug crimes as a healthcare issue instead of a criminal issue. There's a reason so many people turn to drugs. I smoke cannabis daily because it's better than paying 10 times what I pay now (with a partially covered prescription) for pills that put me at risk of shitting my kidneys out while giving me a stroke and liver failure. No thanks, I'll stick to smoking...
There really is no easy fix for the endless problems inner city/low income people race other than raising their standard of living.
