So say for example, that all I wanted in the world was some sort of mobile device that I could load a couple basic NES/SNES emulators and ROMs onto. What would I look for and how cheap do you think I could get one?

I use to run Chrono Trigger on my old Samsung Galaxy mini 2, (2010 model)

 

I can't remember what the emulator was, (was something like snxe09?)

 

Point being that my phone was a hunk of crap, but it could handle snes-megadrive era games.

 

Probably could score you a cheap phone for $20 that could do the job.

 

However I'm pretty outdated with my emu's. So I can' t help you there.

 

I rock steam and psn at the moment.

Duly noted. That was probably the SNES9x or 9xw.

I remember seeing apps for Pokémon Ruby/Sapphire and stuff on my old phone. Didn't run particularly well, but I think that was just my phone.
