I have a friend in Australia who--whilst moving between states--said her timezone was on the half hour or something? Like +9.5GMT or something. What is even up with that?

Western Australia is about 3-4 hours behind Queensland and Queensland doesn't have day light savings
But I dunno with +9.5 where that is, my country is big it could be anywhere and with DLS I got no fucking idea
