They all have their charms I suppose.
The Joker is pretty amazing as far as villains go, but he is sort of designed to be that way so he doesn't quite count on my list.
I like him and Harley Quinn together.
They work on many levels as a duo and on their own they seem to be less.
It is perfectly acceptable to fear and admire a being you could not possibly understand.

I actually think Harley is a much stronger character without him, she was really fun with GA in the Injustice line and wouldn't mind seeing those two run around together for some time. As for best bat villains, always been partial to Scarecrow and Firefly.
