You have to go to the Mage Tower on the Broken Shore, it's only up a couple days here and there. But when it's up you'll get a quest for each of your specs and you'll have to enter and complete a fairly difficult scenario to get it. The scenario is typically different for each spec although some specs do share the same scenarios.

That is what its for? Tried it solo and had my arse handed to me. Figured I needed to get better gear.
