The Romans used capes in some cases, though there is a difference between a cape and a cloak.

I do have a hard time believing anyone would wear a cloak into battle, someone could tread on it, tug on it, pull you in with it for an easy insta-kill.

 

I think the praetorian guard wore them ceremonially but they rarely did any actual fighting in the grand scheme of things. Especially in Pax Romana.

Oh, I have no doubt it was for ceremony only, but it doesn't make it look any less cool.
