Obviously for anything .NET I'm going to prefer visual studio, but I do all of my CSS/HTML/js and any other odds and ends languages (PHP, ruby, whatever) in Sublime Text 2 - very lightweight but feature rich and the default syntax highlighting colors are great.
Cool I use HTML too! I also use JS sometimes. I haven't made a complicated website like youtube.com. Also to find a websites source IPs for windows OS users, type in command prompt tracert (website name here)

Scratch my last reply. I like usng Coding with Chrome. Wait does Coding with Chrome count as an IDE?
