I was thinking; Perhaps we could make our own nerdy themes?
I was thinking there could be 2 possible outcomes:
The best theme, chosen by us nerds (as a rule you cannot vote for your own).
The other outcome is that we compile the best ideas into one theme, either taking the ideas from suggestions (liking that post would indicate you vote for that idea) and then one person actually making it, or everyone making their own and then showing screenshots of their theme, for votes.
Theme Competition?

It's a lot of effort to make a full theme. If anyone actually made a full theme I don't think there would be any issues with importing it as an option.

Is there a toolset I can have that will allow me to make a full theme from scratch?

Without access to the adminCP, no. (to be honest it doesn't aid too much in the process) Most modern browsers (either through plugin or built-in) have developer tools that will let you edit/add style rules. You can see the changes live and play with the values.
I would safe the default theme's stylesheet, make changes live in the browser and save any changes you like into the saved file. I'm not sure about firebug, but chrome will let you overwrite the actual CSS file (so you can copy and paste your saved version over the server's version).
