Hmm, I don't know. He overall just seems really powerful at any point in the game, but then again it might be different in your league since we play on different skill levels.
I mean, look at it this way. He's good high base stats, decent amount of sustain (when he can stick to a target), short cc that is relativeley challenging to get off compared to others and a single gap closer. His dmg/cc combined plus the simplicity of his kit makes him a good ganker and a decent lane duelist (really matchup dependent). Mid game he's capable of making picks or even starting an engage on a mage/adc that mispositions. Once late game hits, if he builds tank he's a minor nuisance that is largely ignorable that the ADC can solo shred. If he builds damage and had a good game up to late the mage should either have a gap opener or a zhonyas (or both) and someone will peel for the adc. In the duration of the zhonyas or cc he will die. His wave clear is pretty meh, doesn't have any escape built in and late game dueling potential is pretty weak so he can't even split push.
Has no real options late game.
