AMD Phenom II X4 Can be had new for 60-90 depending on the store.
RAM: 4gb or 8GB (You'll want lots for a minecraft server, I know from experience) Mushkin is pretty cheap, and good ram from my personal experience
Cheap Asus Motherboard
any $40 case will do for a server
any sized Western Digital HDD that fits capacity needs(if it's a server, the largest portion of your budget should be bere anyways) if you can go with SATA on the HDD(s) and Motherboard, do it. you'll be happy with the speeds.

5400 RPM drives are actually faster than 7200 RPM drives, seriously, look it up. the time for read travel on a 7200 RPM takes more time than a 5400RPM HDD due to platter size differences. (same goes with 5400/7200 over 10.5k RPM.) really, a couple 250GB or 500GB 5400 RPM Hard drives would be faster than a 1 Terrabyte 7200RPM HDD.
